PLEX 2023-2024 Salary Increase confirmed for MAEC & AECID

PLEX Salary increase for 2023 and 2024 confirmed.

[Madrid, February 18th, 2025] This salary increase is in line with what was agreed last September within the framework of the Technical Commission of Labor Personnel Abroad (CTPLEX, Spanish acronym) and includes a 0.5% increase for 2023, which will be applied retroactively from January 1st of that year, as well as a 2.0% increase approved for 2024, with retroactive effect from January 1st, 2024. It is important to highlight that with this 2.5% adjustment, the cumulative increase between 2022 and 2024 reaches a total of 9.5%, a rise that falls within the Framework Agreement for a 21st Century Administration, which was negotiated at the time by CCOO and UGT for all Public Administrations in Spain.

In relation to the AECID (Spanish Agency for International Cooperation for Development) abroad sector, we have confirmed that the percentage increases will be applied in the February payroll. However, the amounts corresponding to the accumulated retroactivity from 2023 and 2024 will not be reflected until the March payroll.

It should be noted that, while this increase represents an undeniable improvement for the PLEX, it is far from solving the delicate economic situation faced by much of our group, which has experienced a considerable loss of purchasing power accumulated after 14 years of unfair salary freezes. This reality, exacerbated by global inflationary trends, may result in a loss of purchasing power exceeding 50% for some of our colleagues/countries.

Finally, we would also like to inform you that we are still awaiting the approval of the final 0.5% increase for all AGE (State General Administration) staff by the next CTPLEX, once the accumulated variation of the Harmonized CPI for the years 2022, 2023, and 2024 is known, which will be retroactive from January 1st, 2024.

Considering these modest advances, which are clearly insufficient and do not reflect the reality facing our group, CCOO-Exterior will continue to demand that the Administration apply the 1990 Agreement for future salary updates to be negotiated for the PLEX sector starting in 2025.

To conclude this information note, we would like to express our sincere gratitude for the extraordinary effort made by the colleagues from the MAEC’s Remuneration and Social Security team, whose dedication has been essential for the increase to be finally reflected in the February payroll. We are fully aware that they have worked under intense pressure and in a serious context of understaffing, with workdays often extending until 11:00 PM at the expense of sacrificing their personal time and lives.
